Yeah. This part is just Fei using a Fire Magic, one that you would use to start fires. I mean, starting Fires itself isn't an attack, it's just that she found a way to use the fire against the undead in a way that could be considered an attack. It's like placing a burning stick around you. The stick itself isn't doing anything, but once someone stepped on it, they'll be burnt, something like that.
Fei used intermediate-ranked Fire magic. From the tip of her hands, a torrent of flames burst forth. She directed the flames toward the several Undead monsters lined up in front of her. As soon as the flames reached them, the undead writhed in pain. Their white bones started to sizzle and boil like liquid being boiled to the point where it would evaporate.

It's actually hard to balance and scale the power level between a normal citizen and a trained guard. But what you said could be true, maybe if some guard have higher stamina than others, or have a certain perk that is remarkable from the rest, then that would surely increase their effectiveness in battle. Still, even a seasoned fighter would find themselves at death's door in just a moment of carelessness or may be killed by a normal person during their sleep, so there is no absolutes in this world, I guess.
An average City Guard is at least D-ranked The loss of four to five of these men would have a huge impact on the city's defenses in times of emergency. Rankings are based on a factor of 10. The lowest ranked, the F-rank, would need at least 10 people of similar rank to be considered equal to a person of a higher rank. Since normal citizens are considered F-rank by birth, a single D-ranked soldier is comparable to at least a hundred citizens.
