Also, hulk isn't at a power level of 100, it's just his strength and durability. his speed doesn't much Quicksilver, and Expertise is almost halfway because his combat is instinctual, not really intelligent. As such, based on my power scale alone, he falls at about 80 -90. NB: MY POWER SCALE, lol

You are right, I should elaborate. The MC gets his power when he uses his Cursed Energy (makes it flow or manifests it). So, he's not always strong until that energy flows/manifests. It's not ideal for him to use his Cursed Energy always, as he would be exhasusting his reserves.
