Round deer is 7th, piercing ox is 8th and funeral tiger is 9th . The reason he hasn't tamed the rest of his shikigami, is his inability to use RCT to defeat Madoka Deer. You might be dissapointed in Megumi's growth in this fanfic, but you have to consider that a jujutsu sorcerer doesn't grow linearly, but explosivly. Megumi is also right now a grade 1 sorcerer, which is extremly good for his age of 9, even if he isn't the strongest Grade 1.
'It's not a good idea to bring him along. He could get injured or die. I can't even use RCT to heal him. Madoka Deer is also not an option because I have yet to tame it. Man, that Shikigami is so annoying to deal with. Its RCT aura makes the Cursed Energy in my summons disappear, which causes them to be unsummoned. A reasonable corncern, but my headcanon is that recovering lost limbs should be done as quickly as possible. The reason would be that soul takes the shape of the injured body after some time has passes, making it so that RCT will not be able to recover the lost limb. Seeing that Shoko is nowhere near the Zenin Household, you can consider Naoya's legs gone forever.
'Not what I was going for, but still his days as a sorcerer are over. This is actually even better than him being dead, because he's now what he's always hated. A waste to the Zenin Clan, someone who can't use his technique.'

Well from what I remember from the story is that RCT can heal missing limbs (see Hakari, Gojo and Yuta healing his friends), it needs to be done quickly after the injury happens or else it won't work. My headcannon is that the Souls takes the shape of the injured body after some time and it becomes the permanent shape of the body if it's not quickly treated. Naoya could be treated by Shoko but it would take too long to reach her and there are not any closer RCT users. Mahito could heal him, but he doesn't exist yet, and why would he?

I don't like nerfs either, but I don't consider this really a nerf to his talent. He could easily reach special grade if he learns how to do a domain expansion or RCT and tames his other shikigami. The reason why he hasn't learned either yet, is not because of talent, which he has a lot of. But because he's missing one key part for both, the moment he gets it, he becomes special grade. How he gets that key part would be a spoiler.
