After a big storm hits the city: the river floods, causing it to shut down the bridge out of the city and closing down as emergency services struggle to reach those in need. Overnight the city streets are flooded. Searching for a friend, Jon comes across violent rioters. Spirits haunt the isolated city, sometimes helping, sometimes not.
