Decades have passed since the icebergs had melted and the world is now submerged. Due to the fierce waves and weather on the surface, cities have been built underwater.

Jean is a teenage girl who lives in one of these cities. She lost her mother to a tragic accident when the dome cracked and lives her father, who works for an organization called I.C.E. Their goal is to reverse the earth back to its original state. Jean wishes to follow her father's footsteps and join I.C.E. as well. I.C.E. is constantly under attack by a terrorist group that opposes I.C.E.'s ideals for whatever reason. This has been going on for years and the attacks from terrorist group have been growing fiercer and fiercer over the pass few months for unknown reasons.

One day there is an explosion at one of the I.C.E. laboratories. Jean happened to be nearby and finds an unconscious boy in an alleyway. Instead of calling for help, Jean decides to take him back to her home for him to recover and learns that his identity is not what it seems to be and that I.C.E. is not what it appears to be either.
