Parallel Worlds?

Year 1999, odd things happen around the world and was block off from the public. 21 years later those odd thing are now open to explore as there was no progress on them like magic was put on to them. At least that was until curious people from those part of the world found out the real cause. It was not from natural causes or aliens but from magic. That magic came from .... He is unknown. All the people who first meet him are told a little story of his return and that he has white hair. Also he shares some of his powers with no cost. At no cost! What is he here for and why is he giving powers out for free?!
