Andrew is the weakest person as he doesn't have a drop of magic power in the world where magic is an absolute rule to survive.

But no one knew who Andrew actually was not even he himself knew about it until the "incident" when he gets his past memories back where he was an absolute being who killed everyone who dares to stand in front of him.

After that incident, he also realised the world in which he currently resides is very weak and decided to change his residence but he couldn't first because he was too weak to do so and second due to his only family her sister.
