Doesn鈥檛 count as an attack as it鈥檚 classified as a control skill. As for the reason, it鈥檚 two fold. First it鈥檚 more flexible to have two attackers than one, but more importantly, Sylas didn鈥檛 want to fuse if he didn鈥檛 absolutely have to. Not only because he knew it would put strain on his body, but also because he knew the time limit on the Fusion would put him in a bind. If he used it too soon and ran out of gas, there鈥檇 be no Sylas anymore
Even with all of his buffs, it would take a little less than two seconds to finish fusing with the Basilisk King. Not only could he die several times over in that time, by the end of it all, he wouldn't even have a second left of life in him.
