Nope, If that was the cause they would be far ahead even compare to Hermione. They have knowledge in theory but not practicing magic other than accidental magic.
What a drag. This system was not impressive as it shows. I was not surprised by my skill level even though I had lessons in magical theories and potions which were the only things underage wizards can learn, I was not very interested in them until now. And yes I haven't used any spells yet no one going to give a gun to a kid in this cause a literal magic machine gun or a wand in other words.

You forgot something, They are the gods who close the Olympus at second gaint war because they don't want demigods to interfere.They have a huge ego and they don't show their fear infront of demigod they just cover it with a party.This attitude I saw in orginal book too especially in Zeus.
