It’s really not a good idea to set up a fortress there. Like a really not good idea. He’s in the middle of enemy territory with people that straight up hate him, and there’s millions of them. That port is too secluded for backup. I’d buy another land somewhere somewhat nearby than being there or just go back to Somalia which is like a 12 hour voyage away
