hey man vice-admirals are weaker then warlords and what about existences like garp and IMU

Shichibukai is stronger than vice admiral, but some (crocodile,gecko moria, bucky) can’t use haki but normally they are stronger than vice admiral

there are shichibukai that cant use haki though...
