I'm not being critical btw, just some personal thoughts. This is a Fanfic after all so take this with a light heart. -------- SHIELD shouldn't have any soldiers. They are an "intelligence agency" and is supervised by the WSC. It would be a huge red flag if SHIELD has soldiers. They can have a Task Force (like their STRIKE teams), which is mainly for "counter-terrorism" or Agents. Fury can train agents as soldiers but they should still be Agents officially. As for elite soldiers, that would be the Strike Team.

from a certain perspective yes politicians are rich, but most of them dont even get good pay. The corrupt ones are the richer ones, while the ones who play with the law are not that rich and less could be said for the ones who are honest. Also even if you have a million dollars saved up it will quickly be used up in a year or two. Salary also depends on position. The smaller the position the less pay, though you do get pensions after your term.
