When talking about radius, it meant the area around Celis. Suppose you take the area formed by the second kilometer and remove the area of the first kilometer from the second. The area formed by the second kilometer would look like a donut. Obviously, the area covered by that donut compared to the area from the first kilometer would be much, much bigger. That's because for it to go full circle and form the donut, the distance doubled.
