if the previous emperor is her grandfather and the duke is the grandson of the previous emperor's sister, that would make them second cousins (most recent shared relative is their great-grandparent). fyi- marriage between second cousins is legal (in the US) as the increased chance of birth defects is very small, unlike first cousins. that said, the royal family with repeated consanguineous marriages greatly increases the risk. Also wouldn't be surprised if they're double cousins (cousins on both sides)
