I believe that the author was trying to say "Sirius Black and Narcissa are cousins."

Narcissa is like his aunt in a way as black and Narcissa are cousins.

from what I know most people start school when they 6. going to kindergarten and it's apparently been half a year approximately so I would say 6 or 7
