As human body has massive mass compare to particle so no, I don't think fusion would be enough to escape from lightning. the only possible way I could think is that mage have to move out of lightning trajectory path before it being fired, that is if lightning does not has homing property. If this is true then mage with experience or body enhancement may could predict lightning landing point and take action before lightning magic could initiated.

how to evade with magic: well, if target could move fast enough and did have good perception, i believe that mage may could dodged, especially with the help of fusion magic. how to evade with physics: lighting have rules and one of them is that ion always travel to opposite charge, which usually happened to be nearest object in trajectory or ground. if I am a mage in this novel, I would use air magic to generate charges with friction at random object to create electric field. or just condense air in front of you to make ion scattered to side ways more faster.

according to physics, lightning generated from discharging ion, which has mass. so lightning never faster than light because the line of lightning is generated from the path of electron discharging, the process happen after ion traveled.
